Dave Mosby served in the United States Air Force from 1974–1992 and obtained the rank of Lt.
Colonel. Operationally he flew B-52H’s and was an Instructor Pilot in the T-37 and KC-135A
aircraft. Key assignments included Commander of the United States Air Force Installation on
Ascension Island in the South Atlantic from 1991-1992. During this assignment Lt. Col. Mosby
was the Senior United States representative to British Government and directed the operation
and maintenance of 350 government facilities.
Additionally, Lt. Col. Mosby served as Operations Officer of the 93rd Air Refueling Squadron,
Eaker AFB, in Arkansas from 1987-1990 and deployed to Turkey in support of Desert Storm Combat
Operations. Also while in the Air Force, Lt. Col. Mosby served as Budget Analyst for Headquarters
United States Air Force, Washington, DC, from 1984-1986 and as a Strategic Planner at Headquarters
Air Training Command Randolph, AFB, Texas, from 1982-1984.
Mr. Mosby began his career with Missouri State Government in 1992 as a State Leasing Coordinator. In
1994 he accepted the position as State Leasing Manager and directed the contract administration of 650
state leased facilities. In 1997 Mr. Mosby accepted the position as the Capitol Complex Operations
Manager and directed the operations and maintenance of state-owned facilities in Jefferson City. In
2002 Mr. Mosby accepted the position as State Operations Facilities Manager and was responsible for
the day-to-day operation and maintenance of 30 state-owned facilities in five different cities. On
February 3, 2005, Governor Matt Blunt appointed Mr. Mosby as the Director of the combined Division
of Facilities Management, Design and Construction. The Division of Facilities Management, Design
and Construction operates, maintains, and manages state-owned office buildings and other structures
at the seat of government and at other locations within the state, and oversaw leased property for
agencies statewide. The division was also responsible for design, construction, renovation and repair
of state facilities, and reviewed all requests for appropriations for capital improvements. During
his leadership as Director he reduced the Missouri State Governments energy, real estate and
facility operating expenditures by over $30 million annually and returned $21 million to state accounts
from the disposal of excess real estate. Mr. Mosby retired from Missouri State Government December 31,
2007 and now serves as a Senior Consultant for Talisen Technologies.
